Do aftermarket fenders do anything to improve performance?

Yes, technically speaking, aftermarket fenders can improve performance in four main areas. First, if an aftermarket fender is designed to increase aerodynamic efficiency and/or improve cooling, you can achieve a performance increase. Second, if the fender is designed with vents that allow cool air to reach the engine bay or brake calipers and rotors, you can increase engine and/or braking performance.
